Begging is the skill by which one can acquire gold and potentially other items from NPC's.
After -2500 Karma and you have achieved the scoundrel title, you will get the message "They seem unwilling to give you any money." Thus rendering the skill unusable until you improve your Karma.
Schteve has made a spreadsheet on the average amount of gold gained per NPC per town. It's up to you to decide if begging is worth your time.

As of 25 Feb 2019:
The way that Begging is currently implemented, the town vendors would need to respawn periodically in order for you to continue begging in-town. Our vendors do not respawn unless we trigger it manually, as normally there's no reason to respawn the vendors. Begging is currently not a priority for us since it is essentially just pouring gold into the economy anyways lol -- In any event, we do respawn the world occasionally, sometimes weekly. We will eventually do another pass on Begging and optimize it to work as you'd expect it to, but for now this is what we have.
